Captain America: The Winter Soldier berkisah tentang kehidupan baru Steve Rogers/Captain America (Chris Evans) setelah insiden di ‘The Avengers’. Ia hidup dalam kesendirian dan berusaha menyesuaikan diri dengan dunia modern.
Namun, ketika S.H.I.E.L.D. berada dalam bahaya, Captain America dituntut untuk kembali beraksi. Bekerja sama dengan Natasha Romanoff /Black Widow (Scarlett Johansson), ia terlibat dalam sebuah konspirasi yang membahayakan nyawanya. Terlebih setelah munculnya sosok pembunuh profesional, The Winter Soldier, yang mempunyai hubungan dengan masa lalunya.
Ketika kejahatan mulai terungkap, Captain America dan Black Widow meminta bantuan dari sekutu barunya, Falcon. Namun, mereka harus melawan musuh yang tak terduga dan tangguh bernama The Winter Soldier.
